BACKGROUND

Charles F. Edgar & Associates, Inc. began in 1972 as North Alabama Accident Investigation and was reorganized in 1982 as Charles F. Edgar Investigations, a sole proprietorship. It was incorporated in the State of Alabama in 1984 as Charles F. Edgar & Associates, Inc. The president is Charles F. Edgar, Jr. The secretary/Treasurer is Joyce M. Edgar. The stock in this corporation is wholly owned by the Edgar’s.

OPERATIONS

The Company is primarily engaged in providing information and services to the insurance and legal fields. It is licensed by the State of Alabama as a detective agency. Charles F. Edgar is a licensed claims adjuster in the State of Alabama. The firm handles both civil and criminal investigations, surveillance, personal background investigations and public record checks, video depositions and process service.

The area covered includes all of the counties of northern Alabama and the south central counties in Tennessee.

AFFILIATIONS

Charles F. Edgar & Associates, Inc. maintains membership in good standing in the following professional organizations: National Association of Legal Investigators (NALI), National Association of Professional Process Servers (NAPPS), National Public Records Research Association (NPRRA),   Alabama Association of Legal Investigators, Inc. STAFF

Charles F. Edgar holds BS in Business Administration, University of Tennessee, Knoxville, Tennessee. He Majored in Motor Carrier Transportation, a graduated in 1956. Employment includes the Interstate Commerce Commission (Safety Inspector); duties now assumed by the DOT.   Involved in enforcement of motor carrier safety regulations and accident investigations. He was a staff claims adjuster for State Farm Insurance Company form 1962 to 1964, and a staff adjuster with AllState Insurance Company from 1966 to 1968. He was a partner in Huntsville Claims Service as an independent claims adjuster from 1968 to 1972. From 1972 to the present, he has been involved with this firm in the capacity of President.

Joyce M. Edgar a field associate since 1990. Officer since 1984. Involved primarily in public record searches for information search companies. She searches records in court houses in North Alabama and South Central Tennessee, primarily north of Birmingham in Alabama and south of Columbia, Tennessee, in middle Tennessee.

Nancy Noblitt's experience includes investigation work for a local bank, conducting background and financial investigations for the bank. Employed from 1984 to 1986 with Charles F. Edgar and Associates, Inc., as a general investigator. From 1987 to 1989, served as litigation director for a local automobile dealer in Huntsville, Alabama. Supervised and worked with attorneys in handling litigation against the company and installed systems to deter areas of litigation. 1989 to present as general investigator with Charles F. Edgar and Associates, Inc.

Debra Bedingfield a 1975 graduate of Auburn University with a BA in Sociology. She was employed as a field representative for Equifax Information Services from 1976-1978, and as a staff Claims Adjuster for AllState Insurance from 1978 to 1984. She has been an investigator from 1984 to the present.

Jerry E. Stier has BS in Criminal Justice from Rollins College and a certificate in Paralegal Studies Program. He served with the Florida State Police for 21 years with 12 years as an investigator in homicide and accident reconstruction.

Kylene Chensult graduated from Athens State University with a BS in Criminal Justice. She was president of the Criminal Justice Society at Athens. She works in surveillance and investigation and does legal videography for the firm.

Lewis Scogin owner of Scogin Real Estate for 18 years, a real estate developer of commercial and residential construction. A mortgage origin agent, he performs courthouse public records searches.

Michael Nelson a graduate of the University of North Alabama, he has worked for over 5 years in investigation field and surveillance. He performs courthouse public records searches.

Office Staff/Clerical two secretaries staff the office on a full time basis and two on a part time basis.

ALABAMA JUDICIAL SYSTEM

Probate Court: Special court which handles wills, administration of estates, guardianship of minors and incompetents, adoptions, probation of lands and name changes. Records of liens, property and judgements are searched in the Probate Court.

District Courts: (Court of Limited Jurisdiction) Misdemeanors and Small Claims actions, concurrent jurisdiction with Circuit Court in juvenile and civil matters not exceeding $10,000 exclusive of interest and costs.

Municipal Courts: Violations of municipal ordinances are heard by municipal judges in municipalities that chouse to maintain their municipal courts. (Otherwise these cases are tried in district court)

Circuit Court: (Trial court of general Jurisdiction) All felonies, civil actions exceeding $9,000, domestic relations cases and concurrence jurisdiction with the district court in juvenile cases. (Orders for litigation searches are checked at this level unless other courts are specified)

The US District Court for the Northern District of Alabama has 7 divisions. A name may be checked in any one of these divisions and results will include cases filed in all divisions. Middle District of Alabama is located in Montgomery and is the only court for the District. Southern District of Alabama is located in Mobile Alabama and is the only court for the Southern District.

The US Bankruptcy Court for the Northern District of Alabama has 4 divisions. Unlike the US District Court file information is specific to that division only. You must specify which division you are searching. If you provide a county for your request, we can determine the proper court for you. There is only one court for the Middle District (Montgomery) and one for the Southern District (Mobile).

Judgment liens from all courts in Alabama, including Bankruptcy, are filed in the Probate Office.
