With twenty-four years experience in corrections, he has testified in U.S. Department of Justice hearings on prison rape, and in 2009 and 2014 spoke at the Advocacy in Action conference in Albuquerque on the topic of sexual assault in prison . He has also provided testimony in Federal and State district court on PREA, inmate classification, good time laws, segregation placements, and inmate religious rights. He provided evidence that resulted in the conviction of gang member and accused murderer Charles Aragon. As Inspector General for the New Mexico Corrections Department, he was assigned as the Department's PREA Coordinator, preparing and scheduling four facilities for their PREA audits in the first year of the audit cycle, GCCF, NENMDF, OCPF, & PNM
