Henry Zaretsky is president of Henry W. Zaretsky & Associates, Inc., a Sacramento-based health-care consulting firm established in 1981. Prior to this, he was Director of the State of California Office of Statewide Health Planning and Development, appointed by Governor Jerry Brown in 1978. He has served on the faculties of the University of California at Los Angeles School of Public Health, the University of California Berkeley School of Public Health and the University of Southern California Graduate Program in Health Administration. He received his Ph.D. in economics from the University of California at Davis. His consulting activities include economic analysis, delivery system development, payment negotiations, and planning and assessment of county health systems. He has testified as an expert economist in over 100 legal proceedings, including federal and state courts, depositions, arbitrations and administrative hearings. In addition, he has prepared a large number of expert declarations involving health-care payment disputes. Dr. Zaretsky's testimony has been in the areas of economic damages (personal injury, medical malpractice, wrongful death, and punitive damages), health-care antitrust, provider reimbursement disputes (Medicare, Medicaid and private insurance), and statistical sampling underlying audits.

As a member of the governing board of Memorial Hospital in New Hampshire, he chaired the ethics, succession planning, and bylaws committees and sat on the joint conference, strategic planning, and medical executive committees. He previously served as a member of the clinical faculty of Dartmouth Medical School, where his research interests included introducing EMT defibrillation and automatic defibrillation into the field.
