Robert Koester is the principal investigator in collaborative research project analyzing the characteristics of Alzheimer’s and Related Disorders critical wanderers with a grant from the Virginia Center of Aging. Duties included grant writing, setting research objectives, data collection, inter-viewing, development of database, administration of cognitive tests, statistical analysis and presentation. Principal investigator in development of a methodology to determine performance measures on the effectiveness of disaster mitigation, preparation, and response. Developed managing information system for specific tasking of disaster related incidents. Teach several courses in search and rescue operations. Member of Virginia Emergency Response Team; served in the positions of State SAR Coordinator, Satellite Disaster Field Office Manager, Operations Officer, and Disaster Recovery Center Manager during disaster activations. Type I Incident Commander serving on more than 60 multi-organization emergency incidents. Directly supervise and train 5-30 staff officers on lost person/missing aircraft operations with a budget of up to $500,000 per incident.

Biography: Robert J. Koester first joined the Appalachian Search & Rescue Conference in 1981 and since then has participated in hundreds of searches. He holds a Master of Science degree in biology (neurobiology) from the University of Virginia. He is a research associate at Kingston University in London. His contributions to search and rescue include seminal research on lost person behavior (with emphasis on dementia) and the International Search and Rescue Incident Database (ISRID). A Type 1 incident commander, instructor for the Virginia Department of Emergency Management, and past president of the Virginia Search and Rescue Council (15 years), Robert has also worked for the United States Coast Guard, National Aeronautics and Space Administration, National Park Service, and Federal Emergency Management Agency. Author of numerous books and articles on search and rescue. He has presented in Aruba, Australia, Canada, Iceland, Ireland, New Zealand, the United Kingdom, and throughout the United States.
