Mr. Key wrote the department’s policy on use of lethal force and the resolution of sniper, barricade, and hostage situations. He has lectured at various universities and taught police use of force to thousands of federal, state, local police officers, and hundreds of civilians in numerous states. Since retiring from the Baltimore Police Department, Mr. Key has consulted in thousands of use of force incidents and other police practices cases, including programs for Fox News, NPR, and Dateline NBC, the Ruby Ridge Incident, the Amadou Diallo Case, and with the U.S. Department of Justice Civil Rights Division in numerous cases including the Hurricane Katrina police shootings in New Orleans.

Dr. Hayden, a retired Supervisory Special Agent of the FBI, is a court-certified expert witness in the areas of Use of Force, Tactical Training, and Mental Mindset during high-risk situations. In the Police Use of Force/Special Tactics expert witness arena Dr. Hayden has a background and level of expertise unlike anyone else. As a Special Agent for the Federal Bureau of Investigation in multiple major metropolitan areas, he participated in several hundred arrests of violent criminals. Additionally, Dr. Hayden has been certified by the FBI as an instructor in tactical concepts for law enforcement officers; defensive tactics; special weapons and tactics (SWAT); crisis management; firearms; sniper; rappelling; helicopter tactical operations; hostage negotiations; bomb investigations; and pilot-in-command for fixed-winged aircrafts. Dr. Hayden also has been a Supervisory Special Agent for the FBI Academy. For more than 15 years he carried out training and instruction for the Law Enforcement Training for Safety and Survival Sub-Unit as a tactical instructor for new agent training. He has written dozens of articles and instruction manuals for the FBI, such as the FBI Deadly Force Policy for Federal Violent Crimes Task Forces; How to Conduct High-Risk Arrests; and Safe Apprehension of Dangerous Criminals. In addition to being recognized for his service by the FBI, Dr. Hayden is the recipient of the Purple Heart, Vietnamese Cross of Gallantry, Conspicuous Service Cross, Army Commendation for Valor, Bronze Star for Valor, and the Distinguished Service Cross. He retired from the U.S. Army with the rank of Captain, achieving that rank in four years.

There is an old proverb that says, "Fear not the path of truth for the lack of people walking on it." In my 50 years of practice and in my almost 39 years as a police officer, it has been my goal to prepare well and to seek the truth. Perhaps I can be of help to you and your clients. My expertise reflects work as the Director of Psychological Services for the Ft. Worth Police Department, a therapist, a teacher, an author, a police officer, a mediator and negotiator, and as a consultant. The field of Crisis Intervention has been my focus and I have written and published in this area. The specific area of knowledge most frequently asked about is that of police practices in a range of circumstances. These include, but are not limited to, training, use of force, critical incidents, hostage situations, suicide scenarios, stress management, barricaded subjects, psychological services, police procedures, tactical issues, handling the mentally ill, first responders and officer involved shootings. For the better part of my career as a police officer, I have worked extensively in the field of hostage and crisis negotiations. As a mental health professional and consultant and as a trainer of negotiators, as well as a member of hostage negotiations teams, I am knowledgeable about negotiator training, current practices in this area, dealing with suicidal and barricaded subjects, negotiations techniques, team development and team and negotiator interactions with police tactical units. I have participated in numerous hostage, barricaded and suicidal situations and have practical experience in all aspects of hostage and crisis negotiations team functioning. For many years, I trained most of the police negotiators in the North Texas area. I have trained many negotiators and crisis interveners both nationally and internationally. Additionally, my continuing work as a psychotherapist for the police officers and their families, as well as the general public .
